Its Headquarters is located in Addis Ababa, capital city of Ethiopia. In seeking to achieve these objectives, the African Union intends to strengthen its human resource by filling in all its vacant posts. Thus the Commission of the African Union invites applicants who are citizens of Member States for the post of Energy Expert – Geothermal and Renewable Energy within the Department of Infrastructure and Energy of the African Union Commission.   Department 1. Post One (1) Job title: Energy Expert (Geothermal and Renewable Energy) Post level: P3 Department: Department of Infrastructure and Energy Reporting to: Head of Energy Division Duty Station: Addis Ababa, Ethiopia   Project To contribute to the Geothermal Energy development within the Geothermal Risk Mitigation Facility (GRMF) and Regional Geothermal Coordination Unit. The Expert is responsible for the the successful operationalization of the GRMF, capacity development for AUC, Regional Economic Communities (RECs) and Member States in the field of geothermal and renewable energy development. Is also expected to provide policy advisory services on energy sector strategies focusing on strategic planning, design, development and implementation of geothermal energy development.   Tasks Main Duties and responsibilities: A. Regional Geothermal Programme Implementation and Management • Provide technical input for the continuous improvement in the Regional Geothermal Programme design and performance; • Provide technical input for strategic planning, design, development and implementation of geothermal programmes and projects in Africa; • Support the RECs and Member States in designing and implementing policy measures to stimulate private sector participation in geothermal projects development; • Liaise with various institutions to get advisory support for facilitating private sector participation in geothermal industry in countries of the East African Rift System; and • Provide support to coordinate and collaborate with key partners and international initiatives in geothermal including, among others, BGR, UN Environment, USAID / Power Africa, Africa Renewable Energy Initiative (AREI), etc. B. Strategic Partnership and Resources Mobilization • Prepare various project concepts and proposals for submission to development partners and strategic partners for technical and financial support; • Provide timely quality information and technical advice on potential source of funds, development partner priorities and activities. C. Capacity Development and Knowledge Management • Facilitate rapid dissemination and exchange of information among RECs, Member States, development partners and specialized institutions in the energy sector; • Organize regional training and experience sharing events in collaboration with capacity building partners, RECs, Member States, specialized institutions and academia; • Prepare proposals of programmes and projects for capacity building in the field of geothermal and renewable energy to support RECs and Member States; • Represent the AU in regional and international geothermal and renewable energy conferences, workshops, meetings and seminars.   Requirements 1. Academic and Professional Work Experience: • A minimum of an Advanced University Degree (Masters) in Energy, Environmental Economics, Energy engineering, Environmental and Energy law, or related fields from internationally recognized university; • Proven record of work experience and achievement of at least Seven (7) years of increasingly in planning and managing technical strategies, policies and relevant programs in the energy sector and particularly in geothermal energy of which three (3) should have been at a supervisory level. OR • A University bachelor’s degree in Energy, Environmental Economics, Energy engineering, Environmental and Energy law, or related fields from internationally recognized university and at least 10 years of experience out of which 5 years of experience is at a supervisory level 2. Required Skills and Competencies Functional Skills and competencies • Good planning and organizational skills; • Excellent drafting and reporting skills; • Good negotiating and advocacy skills; • Excellent oral and written communication skills; • Computer skills with excellent knowledge of commonly used packages such as Word, Excel, PowerPoint and Outlook. • Resourcefulness, initiative, and maturity of judgment; Personal Abilities • Ability to provide high quality advice for energy sector strategy, projects and programmes, including the implementation of the Regional Geothermal Programme and GMRF. • Ability to build strong relationships within the AUC teams, development partners and other important institutions; • Ability to anticipate and understand projects developers’ needs, formulate clear strategic plans, prioritize interventions, and allocate resources according to priorities; • Ability to develop innovative solutions to address challenging situations; • Demonstrates openness to change and ability to manage complexities. • Extensive international exposure; • Ability to work harmoniously with Member States and International institutions; • Ability to manage regional energy programmes and projects; • Ability to establish effective working relations in a multicultural team environment; • Communicates effectively with and relates to people of different cultures, demonstrating an ability to see issues from other perspectives. Knowledge and understanding • Good technical knowledge of the energy sector in general and geothermal in particular, its national/ international institutional arrangement and energy financing systems; • Knowledge of African Union Member States’ and RECs’ energy sector policies, priorities, strategies and programmes; • Experience in development of programmatic documents, including policies, programmes, reports and strategies and analysis; • Experience in policy dialogue at the international level; • Experience working at an international level and with international development agencies, working with Regional Economic Communities and Knowledge of the African Union systems will be an added advantage; • Proven experience in project management cycle especially in monitoring, evaluation and reporting. • Experience in establishing inter-organizational networks and partnerships at the operational level. 3. Language Requirement: Applicants must be proficient in one of the African Union working languages. Knowledge of one more or several other working languages would be an added advantage. 4. Tenure of Appointment: The appointment will be made on fixed term contract for a period of one (1) year, of which the first three months be considered as a probationary period. Thereafter, the contract will be renewable for a similar duration subject to satisfactory performance and availability of funds. 5.
